Strategy Development Workshops & Masterclasses
Helping Healthcare Leaders See the Future - and Build the Path to Get There
Led by Dr. Patricia Oakley, these sessions take healthcare leaders beyond operational pressures into future-focused, system-wide thinking. Whether you’re developing a 10-year clinical strategy or reshaping your workforce to meet tomorrow’s science, Dr Oakley helps your team design a clear path to achieve future goals by reverse engineering processes, people and strategy.
- Workshops: Co-creation of long-term clinical and service strategies on away days and strategic retreats.
- Masterclasses: A two-part session combining Dr. Oakley’s expert keynote on a client-selected topic with an in-depth Q&A designed to explore strategic implications and real-world application.
- Programme Contributions: Half-day sessions delivered as part of cross-sector leadership programmes (e.g. Cabinet Office), bringing together participants from across public services to explore systems thinking, workforce strategy, and service transformation.
Planning Approach
Transformation planning is structured into progressive three-year phases — aligning people, priorities, and resources for success. Dr Oakley is known for helping teams escape “end-of-week” thinking to design long-range strategies in areas like cardiology, surgery, and oncology.

Client Testimonials
“In the 1980’s we had personnel. Then along came Pat Oakley to North West Thames Regional Health Authority… and taught us all about workforce. At that time many units did not even know how many staff they employed. Pat brought us new ways of thinking, skill mix, unit labour costs, and of course workforce planning.”
Deborah O’Dea
Past HPMA President
“I have been present on many occasions over the years where Pat has captivated Board level, clinical leaders and HR practitioner audiences with her out of the box thinking around people matters.”
David Holmes
Director of HR, Birmingham Community Healthcare NHS Trust HPMA President
“Hearing Pat speak sets everyone’s sights that bit higher and their horizons further. Her influence is game-changing in terms of how we perceive the ambition, scale and sustainability of our practice as professionals in healthcare people management.”
